Our People/Matthew Garland

Matthew Garland is an Associate Managing Director with Nardello & Co.’s Asia-Pacific Practice. Based in Hong Kong, Matthew specializes in political risk consulting and intelligence-led investigations in Asia and has a particular focus on government and regulatory issues. He joined Nardello & Co. in 2018. Since first arriving in the region in 2011, he has accrued extensive investigative experience within the subregions of Greater China, Southeast Asia, and Northeast Asia.

Representative matters
  • On behalf of a leading global infrastructure operator, Matthew led an intelligence-gathering assignment focused on the renewal of the client’s concessions in Thailand. A comprehensive mapping of relevant government stakeholders was conducted to assess their disposition towards the client, information that enabled the latter to calibrate its government relations strategy.
  • In support of a prominent multinational power company, Matthew led an investigation into a Taiwanese contractor under indictment on corruption charges. The investigation uncovered that the contractor was closely associated with criminal organizations and leading political figures in Taiwan.
  • Matthew supported a US-based investor weighing an investment in a fast-growing industrial sector – a regulatory “grey area” – in China. Through a complex regulatory mapping exercise, Matthew and his team were able to identify how – and by which means – the industry in question was regulated at the provincial and central levels and to assess the degree to which it was vulnerable to a potential crackdown by the Chinese authorities.
  • Ahead of a potential financing deal, Matthew led a due diligence investigation into a prominent Vietnamese commercial real estate developer. The developer was found to have a long–standing – and purportedly corrupt – relationship with a disgraced former senior-level government official and to have been acting as a conduit for Chinese investment into the Vietnamese property sector, a highly sensitive subject in Vietnam.
  • When a leading luxury automobile manufacturer was in the process of changing its local distributor in Sri Lanka, Matthew led an intelligence-gathering assignment into its potential new partner. The investigation revealed that the potential partner had served as a lead contractor on a highly controversial foreign-financed infrastructure project and that it was subject to a high degree of political exposure, leaving its business vulnerable to the vicissitudes of Sri Lanka’s rough-and-tumble politics.
